LAnguage NAV 2015 Clickonce

I have a working NAV 2015 running on Azure.
Have installed French Language pack
I can access French language on server NAV Test Client (See attachment)

Have a Clickonce installer running to deploy
Have been running this client with users for months OK
It doesn't offer me the new French Language

Where do you set languages on ClickOnce.
Microsoft says clickonce is a great way of deploying including language so it is meant to be used this way
The clickonce was created prior to adding the language

Anyone seen this before ?
