Create new MS NAV Business Web service

Hi All,
i want to create new NAV Business Web Service
this is my code

SC CREATE "MicrosoftDynamicsNAVWS$NAV2" binpath= "C:\Program Files (x86)\Microsoft Dynamics NAV\60\Service 2\Microsoft.Dynamics.Nav.Server.exe $NAV2" DisplayName= "Microsoft Dynamics NAV Business WS 2" type= share depend= NetTcpPortSharing

did i type something wrong?
i want to have MS NAV Business Web service exactly the same as Original MS NAV Business Web service

i have created one application using web service
if use original MS NAV Business Web service can work
but if use MS NAV Business Web service 2, it failed
the error message is

Access denied. Delegation or Impersonation permission is required for access.
