Config Modus: new Action not saved

Hi all,
in NAV 2013, I tried to add a new Action on a List Page via the Configuration Modus. I have SUPER permissions.
I can select on the "Customize this page" the Action NEW and I can Add this Button to the Ribbon side, in the Customize this page section.
But when I Close the Customize this page section by OK, the new Button is not provided in the Ribbon section. Also nothing is happen, when I Close the Client and reopen. Tried additionally this, when I opened the Profile not in Config Modus, but also nothing could be saved.
Any ideas?

It's working fine in NAV2015. And NAV2013R2.
