I want to know that ,is it mendatory to design Nav Reports in Visual Studio In Nav 2013R2 or we can use SQl Report Builder to Create Complex Report.
means can we make complex reports using Report Builder Tool IN NAV 2013R2.
means can we make complex reports using Report Builder Tool IN NAV 2013R2.

You can do the same in Report Builder and Visual Studio 2012/2013. Just like you could do RDLC report development in Notepad, if had plenty of time to waste.
So no differences in the RDLC Layout format produce by Report Builder or Visual Studio 2012/2013.
The differences is in the tooling. Report Builder does not have the Document Outline window and only have a very limited alignment toolbar.
These tools a crucial for me when designing RDLC reports, not having them feels like developing with my hands tied behind.
Also modifying the Dataset in NAV and then refresh in Report Builder is not possible. I like to keep Visual Studio open all the time so I can undo things, instead of undevelop things.
If you can live with these limitations, Report Builder is the tool for you.
I would only do small changes at the customers server using Report Builder. Since I cannot live with these limitations if I have to do real work on a report.

An SQL Specialist told me I could try BIDS.
For this you need to export the dataset + .rdlc but am not sure if this is a better designer. Have to investigate too.0
