The Tax Posting Setup does not exist

Below is the dialogue from system, but after checking,
Tax Bus. Posting Group is intercompany, and
Tax Prod. Posting Group is VAT25, no problem.
Why is stuck by it?
Microsoft Dynamics NAV Classic
The Tax Posting Setup does not exist.

Identification fields and values:

Tax Bus. Posting Group='',Tax Prod. Posting Group='VAT25'

    In some cases NAV does a check when the "Tax Bus. Posting Group" (Tax??? isn't it VAT?) is blank. To avoid the error, you have to create records with that field=blank.

    thank you for your information. the following blanks have been filled in
    1. Tax Bus. Posting Group
    2. Tax Prod. Posting Group
    3. vat identifier
    4. tax%
    5. tax caculation type
    6. sales vat account
    really do not know where had not been finished.
