Running Classic report from RTC issue

I'm trying to run a check report from the Payment Journal in RTC. The report itself is a classic report. I removed all the RDLC code. When I try to run it it gives me an error that says:
'Your program license has expired'. I did a license upload/import but it doesn't work. The classic client runs just fine (same license).
I did some research about this topic. I could find some related issues but no proper answer.
Any ideas?

Have you searched on *.flf on the machine that runs your service tier?
What I'm thinking is that somehow the exe that runs the classic report rendering uses the flf in the install folder instead of the one on the server. It's a long shot I think but I'd try removing all "fin.flf" files from that machine. The license should only be stored on SQL Server.0
