Transfer Item Quantity from in-transit to another Location

Hi everyone,
I have an issue with an item that remains quantity in-transit location. the remain quantity is from transfer order window that shipped but not receipt and this transfer document had been deleted.

i tried to use Item Reclass. Journals to transfer from in-transit location to another location but it always alert the item is not on inventory

please kindly share your experience in case you had same issue before. how could you solve it.
