Navigation pane designer

is there any possibility for a customer to use the "create item"-Function.
he uses the report & Form-Designer but in the "navigation pane" he will be able to connect new Reports or form to his menue.
did he perhaps need a special granual ?

    What about using Create Shortcut function (shortcut - Ctrl + Alt + S)?
    This function creates a shortcut for any report or form for end-user in Shortcuts module.

    I will only be able to sent a partof menü to Shortcut with the function
