Menue - assign users but not automaticially assign new users

I hope that hasn't been a topic before but i could not find anything over search the forum.
Opening a menue suite in design mode enables assigning special users to special menues.
But when a new user is added to the database it is automatically assigned to all menues. Is there a setup or something like that to prevent that new users are automatically assigned to some menues?

Thanks, I tried copying the User Menue level manually - as well as the report.
Unfortunately it seems so that only permissions set in MenueSuite 80 (Partner) are copied - permissions set in MenueSuite 90 (Company) are not copied and have to be set manually again.
Has anybody an idea how to cope with that more comfortablely? [-o<0
