System Allow User to delete SO without removing ITm TrackQty

Dear all,
Recently we have migrated from 4.00 to 2009. The problem am facing is in Sales order form. Suppose I want to cancel a sales order , I need to remove all the Lot that i have attached to the Line details of Item Tracking code , if not it will throw an error that Quantity on hand should be zero in Item Tracking. But now in 2009, this icheck is missing... i have track it down by activating the debugger, but not able to get it. can any boy get me the suggestion.
