New users and Menus

Dear Experts
Does anyone know how to prevent new users from getting all menus assigned to them by default, we have 33 menus and if we have 10 new starts for example that's a lot of time in the Pane designer removing them from all the menus they are not supposed to have, our developer has told us that this can't be done without a change request.
Can anyone know if this can be done?

If you have the ability to write your own code (well you can get your partner to do it too) I would create a small form that copied a user from the User Menu Level table to your new user. Which menus a user has access to are stored in a BLOB field. There might even be a download for something similar floating around.0
