License Problem in 2009?

Dear all,
In my client Place, we have installed 71 License through which more than 73 user can access the database in Navison version 4.0. last week , They have gone for Upgradation for Navision 2009, Now the problem is we have installed the same 71 license in 2009 , But it is not allowing Not more than 71. What will be the actual Problem? Can Some body Suggest me....
