Qty. shipped not returned - item ledger entry

A sales shipment that should be undone can't be undone because the qty shipped not returned is 0. (but that should be when I undo the shipment, and not initially)
The shipment post is applied, but that shouldn't mean that the post can be undone.
Could anybody shed some light as to why and/or how the qty. shipped not returned is set on 0 when nothing has been returned?
Just one line on the shipment: type = item.
Version NAV 2009 R2, BE localisation.

The shipped qty. not returned is being set to 0 when it's being applied with a not costapplication (see cu 22)
When it is unapplied the field will be reset when the application is not a costapplication.0 -
I have the same problem... reported it to MS and they're investigating it, probably a bug.0
