TDS update for NAV2009

Hi All,
My client is using NAV 2009 (and not SP1) he wants the TDS updates as he is not able to get the new format of Form 16A report.
When i saw the HF's I could find only one or two HF's having fob relating to NAV2009 6.0, although NAV2009 6.0 SP1 HF count is more.
Should I load all the HF relating to SP1 or only specifc one need to be considered :?: .
Please advice.

In 2009 SP1, lot more changes may happened so better to merge the SP1 HF in 2009..0
