Upgrade to NAV 2009

If any client is using NAV 4.0 SP3 Version and also subscribed for AEP renewal plan regularly. My question is now most probably GST will be implemented wef 1/4/2011 in India. and Microsoft has declared that it will not support for versions up to 4.0.
This clearly indicates that any upgrade /hot fixes will not be available up to version 4.0.

There are two options i.e. to get customised by Partnersource or to upgrade to latest version Nav 2009 (considering AEP in place). In both the cases there is some cost.

What's the best solution to handle such future instances.

    Normally the best option is to upgrade. In Indian scenario I feel that GST will simplify things (I rather hope) so the existing setups of Excise/Sales Tax will be sufficent to handle the changes but with some customized reports.
    On a second thought, I feel you need to wait for MS to release GST feature before you upgrade and I am not expecting the release to be anywhere near the GST implementation date.
