PO Line - Outstanding Qty. (Base) vs. Outstanding Quantity

Hello there experts. Do you know what is the difference between these two fields? I am writing some query or report and I would like to know which one to use. I would like to know the real outstanding balance of the PO Line. What field shall I use?
a. Outstanding Qty. (Base)
b. Outstanding Quantity

Base is the Qty Relevant to the Base unit of measure of the item in question.
Hence why you should attempt to always set the base unit of measure on an item to the smallest possible size. Each as an example.
