  You can purchase a service from a vendor yes. Will it be linked to the production order and post associated costs? No. In this case it will be the cost of the item, which could be fine if the cost includes the service.
  
  So I would argue yes depending upon circumstances, process and requirements. However the way they want it to work is to generate the order linked to production and uplift the appropriate costs for all of the obvious costing and process benefits involved.
