Development in custom range

We have puchased 100 custom forms and I have confirmed that they are 50000-50099, but I am unable to write code in them.

We do not have a developer's license, but I thought we were allowed to code in our custom range.

Just to be clear...unable to create the forms with those IDs? Or you can create the forms fine, and add controls to them, but you are unable to add C/AL code to the forms?

I believe you will need Application Builder, though.

I can create forms, but can't put code in them.
I am trying to create a reference form that will only show fields to users with permission, but can't get the the code behind the form.

It is also not letting me import a TXT file into the custom range.

You cannot put code in forms with the Form Designer granule.

You need the Application Builder granule (about $8k) to put code in forms and tables.

Would that allow me to put code only on custom forms, or would it allow me to modify base forms (such as the Item Card)?

On all forms. There's no granule that can allow you to modify only custom form codes.
