Outlook add-in TS (2008)

I tried installing the Outlook Add-In (NAV 2009 SP1) on a Windows 2008 R2 x64 Terminal Server with Outlook 2007 SP2.
When i run Outlook as the administrator which installed the Add-In it works perfectly, but when I run it as a user i don't see the toolbar.
In Outlook under "Tools", "Trust Center" i see the NAV Add-In listed in the active section. But i can't enable the toolbar, it isn't available under the view toolbar menu.
Anybody got a clue how to enable this add-in for all users ?
