Error in translating report object

I am trying to translate the report object, from EN (US) to Simplified Chinese. I open the report in object designer then add a new language code called CHS then input the caption. When I saved and compiled the report, it prompts an error to me. I attached the error screen for all professionals. Please kindly give a help.
The error is mentioned about "Could not copy the ReportLayout directory. Detailed description: file shown unexpected ending. Below item not yet closed: CaptionML, Report. Line: 6 Position: 44". I think it should be related to Reporting Layout, because I could save and compile the report in Native Database. I had performed another test to import the language module of Report Object from Native to SQL database, also prompts the same error. Any one can help me?

There is a hotfix to fix report issue under double-byte character set enviroment.
