Modifying Quantity to Receive in P.O's

Hello:

Is there any way that I can restrict receiving users to post and receive but DO NOT modify the Quantity to Receive in a Purchase Order??

    Best way i have followed is copy the form in 50 k series and make the field uneditable and give the access of this form to the restricted users. Or the proper way would be to set this thru permissions.

    If it is possible, I'd prefer to use the permissions option, but I'm not sure what is the role/permission that I should remove from the users.
