windows login error in native nav

I have added the domain accounts to our windows login screen in security and granted appropriate permissions but I get an error message when any new user tries to log in. A box pops up with a yellow triangle with the message "the following message came from the server" with an OK button. No other message or pop-ups.
I have deleted and re-created accounts, gave administrator access for both NAV and Windows, and deleted and re-created windows login in NAV.
I have four old accounts we set up when we first implemented that work with the Windows logon. Any of the other hundred or so accounts do not work.
We are running NAV 5.0 SP1 in a native navision database.

Yes, they are logged on to the terminal server as themselves then attempting to launch the NAV client. The terminal server is a member of the domain and active directory and all applied rights for the user work in other areas.
