Assign Users in Navigation Pane

Hello Everybody,
I am Using Navision 4.0 SP3 with backend as SQL 2005, while creating new users the Assign user option for each & every Navigation Pane Menu group is enabled for the user in default, is there any possibility to make uncheck automatically or while creating user it should be in disabled, and we can enable required groups manually.

It's how the menu suite works. Since the classic client is going away, I don't see this being implemented in future.0
