Which is easier and best creating a form then converting it into a page..or directly creating a page In Navision 2009
So that i can focus on one to give best output in best time.

Create a form and then Tranform to page

All depends on your needs and usage. Both ways are possible, both are good for different things (if you will use only RTC, if you are working on addon etc.)

Dev,
For getting a Page from Form, you need to use Transformation Tool. Transformation tool is available in NAV2009 product cd.
There are documents on partnersource describing the process of transformation. You need to make sure that the number of the form and its corresponding Page is same.

In 2009 Sp1, you can now use a wizard to create a page just like forms.
So if the client is using the RTC only, I would stick with Pages.
