How do you do Excise tax in US NAV

I am setting up Excise tax in a US system, this excise is in addition to normal sales tax. It is 10% of the sales price but capped at $10 per item. So if the item sells for $73.00 then the tax is $7.30 if the item sells for $215.00 the tax is $10.

I thought there was a field in sales tax where you could put this cap, but I can't find it. Does anyone know what I am missing? Looking for a field where I say the tax is not to exceed $10.

    I'd be curious to know what municipality (city, state) collects excise tax at point of sale. My experience with excise tax has always been that the goverment (usually local city) will send you a bill sometime later. It's a common tax levied on motor vehicles, boats, motor homes, etc. They send you a bill based on your registration. The bill is from the city where you garage it. This may not be where you bought it.
