Creating New Development Database

What can be an ideal way using which we can create a new development database?
As far as I know, we can use the demo Cronus database provided by NAV installer, and directly start development on it. Or if we don't want any data in the company, we can export all the objects and import them in a new fully blank company.
Which way must be chosen from the above two, or is there any other way to do this?
I have tried both the ways; in the second one, I am unable to import the objects to a fresh company. The error states that I don't have any rights to create the "Payment Terms" table. I think that this is a license issue. Is it really possible to perform the second task I mentioned above?
Help would be appreciated.

Are you exporting the objects in text format? When an off-license table doesn't exist in the database you can create it by importing a Fob file. Text files won't allow you to create such tables. The same is true if you try to import a text file of a table with new fields in an off-license range. You can do it only with fob.

It depends mostly on your own preferences. If you want to always start with a database that already has some date in it for testing, then use a backup. If you only want objects then use an object file. Either one will get you a database, so either one is a valid method of creating a database.0
