Difference between System Permission of Basic and Advanced

Hello,
I found that there are two system permissions for Design Table(also for form, report, ...) called "Basic" and "Advanced", is anybody know about the different between these two permissions?
Here's the path: in main menu, run Tools->Security->Role, click button Role->Permission, choose Objec Type = System, Object ID = 9010/9015
My env: Nav4.03 SQL2005 option

I think basic lets you add fields and advanced lets you modify the code. But I'm not 100%.0
