Report Dev

I need to develop a report consider, in sales quote report. If there is any discount in sales line i have to display the header(section) and line if not not to display.

I have created two sections for header and line, with discount and nil. but i cant able to stop printing the header if ther is no discount. can any one suggest a solution for it.
