What to choose: Nav 2009 or AX 2009

Hi,
I have understood AX 2009 is a full .NET Framework application in which VS2008 is fully integrated. You can call an OO object and create an order on the fly. You can use webservices from VS2008 etc.. in Navision 2009 you need to know the CAL language...
Is this true?
