reporting scrap

Please help, this should be easy, but I am having a lot of problems. Maybe I search for wrong terms.

example:
We have a OPF for qty 10 of item A. Now only 8 come out of shop that pass QA. HOW DO I REPORT THE SCRAP?

Basically what field can I change so that 10 are consumed, and 8 produced.

Whenever I change scrap % anywhere in Nav. it seems like it has no effect at all.

Your help in this matter is greatly appreciated.

    On the Production Line or Output Journal set the Output Quantity to 8 and the scrap quantity to 2.

    Is it consumed material in that operation you want to report or is it just the output of 8 and the scrap of 2 in that operation?.
    If it's consumed material then there is more to think about, if not AdamRoue's solution works fine.
