Cannot set up database logins

Hello,

Customer runs Navision 3.01. Until now they haven't had any database logins set up, but now they want it. They have granule 3010 in their license, which includes:
1 * 1400 - User IDs & Passwords
1 * 1410 - Permissions

But when choosing Tools -> Security, all choices (Roles, Database logins, Windows Logins, Password) are disabled. I have tried setting up a Super user with my developers license (in a database copy) but with their license the choices below Security are still disabled. They need to be able to administer database logins, roles etc by themselves.

Any help is appreciated.
