I think it is a customization. If you press help, you probably don't get any help on the field (or your NSC should have defined some help). You should ask your NSC for help on that field.

I would guess there is a process you can run on your sales order that auto adds freight, and as standard it adds a GL line to the order referencing the account you define in teh setup. But as Kriki states it is a modification.

If you go to the Sales Order Shipping screen, there's an area for you to type in the freight dollar amount on the header area.
When you post the shipment, it'll add an additional line to the order.
