Comparing dates to display informations.

Hi, i have created a table where i have rates stored within from date and end date for each rate.
i need to get information from another table called payments using dates. This date range should be compared with the date ranges from the rates table and display the rate within the specified range and also the payments within the same specified range from the payment table.
This payments needs to be accrued as closing balances and becomes the opening balances for the next date range higher than the preceding one.
Also there is another table i need to pick the balance BF so that they can be added to total payment and the result become the closing balance for the current range.
Any idea on how to do this. can someone suggest a code that can do this magic for me.
I have the whole ideas done in excel. If anyone one need the excel can post you E-mail here and i will send it to you.
The excel will give you a clearer picture. Maybe i have not explained myself clearly here.

perhaps something like this can help you..
A while back a created a Postal Rate Table. It took the Order weight & Zipcode from the sales order to GET the amount the postage would be.
not the same but perhaps it can get the wheels turning
