It depends on what kind of NAV-job you're doing.
But a good list would be all the pdf-files present on the NAV 5.0 dvd.
In directory doc you'll find the "Application Designer’s Guide" (w1w1adg.pdf). This would be a good document to start with if you're a developer.

I would first go for the DEV I and II, and then go for the ADG.
DEV I and II is probably a better start.
They should at least be on the list.

Well as Tino said, it pretty much depends on what's the role of the techie. No one can do everything, but most of the techie has been into different roles at different point of time.
If you want a complete list I think a techie should also know how the application behave as a whole. It means, he/she should have some functional knowledge of the s/w.
I'd recommend after reading dev 1 and 2 as well as ADG, go thru the Financial course. It helps you to appreciate more on what you're doing.
