Permisions in NAVISION

hai all, I am new to NAVISION 4.0,
While trying to create new codeunit, I am getting the following error
"You do not have permissions to create 'Name of the code unit'.
Contact system manager if you need to have your permissions changed'
but the case is im in super user only.
the id given to save the code unit is "11003412" and the name is given as "xxx"
can anyone PLS resolve my issue

You probably don't have the right license to add objects in range 11003xxx.
Perhaps in the 50000-range it does work.
