Is it possible to post a sale order without giving COGS account in posting group setup?

Yes this is something which is totally related to Inventory so if you don't have Item in your Sales Order then this part is not needed.

If you do this then bear in mind this will also affect inventory postings and you won't be able to use the item in production orders or warehouse activities.
