NAV2016 installation on Windows 7 32-bit Registry key not found.

When installing NAV2016 client on a user PC, the installation is not finding multiple Registry keys, all related in some way to IIS. We have:
1. Run Windows Update and installed all pending updates;
2. Switched on all the IIS Features;
3. Run the prerequisite installers, and downloaded 32-bit versions where these did not exist in the installed folder.
Still we are being returned with the below. Any suggestions?
